I have the honor to report for the information of His Excellency the Governor that on the 28th of September last, forty-nine Chinese, whose names are in the margin, were brought before me by the Superintendent of Police charged with Piracy on the high sea- accompanied by murder. After an investigation of the case, and consultation with the Attorney General, I found that the alleged offences, though amounting to piracy at common law, according to the definitions of our text books, clearly not justiciable by the tribunals of this Colony : therefore, as the French Vice Consul, Mr Henry Anthoine, has required the detention
